With the support of the World Bank, within the framework of the third component of the Innovation, Inclusivity and Quality (I2Q) project, which includes the improvement of financing opportunities in the field of higher education and the promotion of internationalization, a joint international doctoral educational program, "Governance and Administration of Education and Science" was created. This program is led by Ivane Javakhishvili Tbilisi State University (TSU) in cooperation with the National and Kapodistrian University of Athens (NKUA). Offering a comprehensive curriculum, it aligns with the goals of the National Strategy, which reflects international standards and incorporates hands-on learning experiences such as problem-based and project-based learning.

The unified national strategy of education and science of Georgia 2022-2030 emphasizes the need for international cooperation in order to deepen doctoral education. It identifies certain gaps in Georgia's structured doctoral programs and advocates for improving the supervision and training of doctoral students. The strategy aims at the compliance of doctoral programs with international standards and the needs of the state by starting structured doctoral programs of high socio-economic quality. It is expected that this effort will attract talented researchers both from Georgia and abroad, which will contribute to the development of research and innovation. Along with the attraction of doctoral students in the selected areas, the amount of financing of the scientific and research field will also increase, which is a prerequisite for the growth of innovative and research potential. It is within the framework of this strategy and initiative that the aforementioned joint international doctoral program was developed. The uniqueness of the program lies in its unwavering commitment to keep theory and practice closely intertwined.

Through innovative pedagogical approaches such as project-based learning, real-world problem-based research, and authentic workplaces, students are equipped with the practical skills necessary to navigate the complexities of the education and science landscape. Moreover, the incorporation of summer schools as an accelerating mechanism for dialogue and skill development further emphasizes the program's commitment and focus on the holistic development of students. The program aims to create the future of Georgian education and science at the national and international level. The aforementioned doctoral program is unique because it provides a synthesis of different experiences in an international scientific context, which will be introduced to students by leading scientists in the field, both within the framework of courses and in the format of seasonal schools. Academic staff of the National and Kapodistrian University of Athens (NKUA), TSU academic staff and UCL were involved in the creation of the program.
